Welcome to Four Rivers Vector Control District, your trusted partner in mosquito control and the protection of public health. Established in 1985 through a community petition and election, our District was formed in response to the growing need for organized, science-based vector control services.

Today, we proudly serve an area of approximately 25 square miles, working to reduce mosquito populations and minimize the risk of vector-borne diseases. Our team is dedicated to safeguarding the health and quality of life of our residents through proactive surveillance, targeted control measures, and public education.

Our Team

At Four Rivers Vector Control District, we are proud to support public health through a collaborative and experienced team. Our operations are carried out in partnership with Three Rivers Mosquito & Vector Control (TRMVC), whose professional staff provide day-to-day services, technical expertise, and field operations for the District.

Our team structure includes:

Board of Trustees
The District is governed by a five-member Board of Trustees appointed by the Deschutes County Board of Commissioners. The Board provides oversight, sets policy, and ensures the District operates responsibly and in the best interest of the public.

TRMVC Staff
Operational services for the District are provided by trained personnel from TRMVC. This includes mosquito surveillance, control activities, public education, and implementation of integrated vector management strategies using science-based and environmentally responsible practices.

Community Partners
We work closely with local governments, public health agencies, and regional partners to coordinate efforts, share information, and respond effectively to vector-related concerns.

Professional Involvement
To stay current with industry standards and best practices, the District and TRMVC actively participate in professional organizations, including:

  • Special Districts Association of Oregon (SDAO)
  • Oregon Mosquito and Vector Control Association (OMVCA)
  • Northwest Mosquito and Vector Control Association (NWMVCA)
  • American Mosquito Control Association (AMCA)

Through strong leadership, skilled staff, and active partnerships, we remain committed to protecting the health and quality of life of our community.

Our Services

At Four Rivers Vector Control District, we provide comprehensive, science-based mosquito control services designed to protect public health and improve quality of life. In partnership with professional staff from TRMVC, our services focus on proactive monitoring, targeted treatment, and community engagement.

Mosquito Surveillance
We continuously monitor mosquito populations using traps, field inspections, and data analysis. This allows us to identify problem areas, track species of concern, and detect potential disease risks early.

Larval Control (Larviciding)
Our primary and most effective control strategy targets mosquitoes in their aquatic stage. We treat standing water and breeding habitats with environmentally responsible larvicides to prevent mosquitoes from developing into biting adults.

Adult Mosquito Control (Adulticiding)
When surveillance data indicates elevated mosquito populations or increased public health risk, we conduct targeted adult mosquito control. These treatments are carefully timed and applied to reduce adult populations while minimizing environmental impact.

Public Education & Outreach
We provide residents with the knowledge and tools to reduce mosquito breeding around their homes and protect themselves from bites. This includes educational materials, community outreach, and guidance on best practices for prevention.

Through an integrated vector management approach, we combine these services to deliver effective, responsible, and responsive mosquito control for our community.

    Funding and Governance

    Four Rivers Vector Control District is primarily funded through property taxes collected within the District boundaries. These funds support mosquito surveillance, control operations, and public education efforts for residents within the District.

    The District is governed by a Board of Trustees appointed by the Deschutes County Board of Commissioners. The Board provides oversight, establishes policy, and ensures that operations are conducted responsibly, efficiently, and in the best interest of the public. We are committed to transparency, accountability, and sound financial management in all aspects of our work.

    Sunriver Services Contract
    Mosquito control services within Sunriver are provided through a separate annual contract between the Sunriver Homeowners Association (HOA) and FRVCD.  Sunriver pays a dedicated fee for these services, and no property tax revenue from the District is used to fund operations in Sunriver. Likewise, funds generated through the Sunriver contract are not used to support services within the District. This structure ensures clear financial separation and equitable service delivery for all areas.
